International arrivals in Japan totaled 246,000 in 2021, down 94% over 2020 or down 99.2% over 2019

Japan National Tourism Organization (JNTO) announced that the number of international arrivals in Japan in 2021 was 245,900, down 94% over 2020 (4,115,828) or down 99.2% over pre-COVID-19 2019 (31,882,049).

In December 2021 only, the result was just 12,100 because the government has strengthened the border control again since Omicron variant came to the surface, although it once eased quarantine rules for vaccinated international visitors who visit Japan for business purposes and has restarted receiving new international students and technical trainees since October 2021.

According to OAG, international flights arriving in six major airports in Japan (Narita, Haneda, Kansai, Nagoya, Fukuoka and Sapporo) were down 4.9% year on year to3,195 in December 2021, and available seats were up 0.3% to 778,302 in total.
